ZAMFARA HOUSE OF ASSEMBLY AFFIRMS STATE ADCs AMENDMENT, ANTI THUGGERY ESTABLISHMENT LAWS 2023

Zamfara state house of assembly has received a report on the Area Development Council (ADC) Amendment Bill, 2023 from the House Committee on Local Government and Chieftaincy Affairs.

Presenting the report before the house, the Chairman, House Committee on Local Government and Chieftaincy Affairs and House Leader, Hon. Faruk Musa Dosara called on the Members in session to receive the report on a Bill for a Law to amend the Area Development Councils Establishment Law Number 7 of 2023, adopt the recommendations therein and resolve to give the Bill its third reading accordingly.

The report pointed that, before a person shall qualify to be appointed as Administrator of Area Development Council he or she most be a citizen of the state, registered voter, he or she also possess at least a minimum of Secondary School Leaving Certificate and attained the age of twenty-five (25) years, and there shall be a representation of women and disable persons in the membership of each of the Area Development Councils among other recommendations.

After a thorough deliberation by the members, the Speaker, Rt. Hon. Nasiru Muázu Magarya (Tafidan Kanwa) directed the Clerk of the house Alhaji Shehu Saídu Anka to read the Bill for the third time which was done accordingly. 

With this development, now a Bill for a Law to amend the Area Development Council Establishment Law number 7 of 2023 has been passed into law and provides for funds to be paid into the ADC’s account from the Local Government’s accounts for the execution of some projects that will impact the lives of the citizens..

In a related development, a Bill for a Law to provide for the establishment of the Zamfara State Anti-Thuggery agency also scaled first and second readings.

Presenting the request before the house, the House Leader, Honourable Faruku Musa Dosara called on his Colleagues to receive the bill and agree to read it for the firs and second time respectively.

After a long deliberation by the members With the unanimous consent of the Members, the Speaker Rt. Hon. Nasiru Muázu Magarya (Shettiman Zurmi) directed the Clerk of the House to read the Bill for the first and second time and latter announced that, the Bill is referred to the House Committees on  Justice and Security  for scrutiny and bring back the report within two weeks.

In his remarks honourable Magarya said, if established, the Agency will among other things complement the security agencies’ efforts in curtailing anti-thuggery activities and other social vices in the state. He therefore called on the committee members to work hard and accomplish the assigned responsibilities within the stipulated period.
